The Former President's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

The recent US security policy document presents a misguided view of Europe. The document asserts that open-border policies and so-called "progressive" agendas pose an existential threat to European civilization. Yet, this argument is based on a fundamental misreading of the situation. The actual danger facing the EU is not cultural but technological and economic backwardness.

The Stark Growth Gap Separating Europe and the US

The data reveal a stark picture. Between 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% growth for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than major EU nations like Italy and France.

Currently, about half of the global 50 largest technology firms are US-based, while only four are European.

The Innovation Deficit: A Critical Problem

This widening disparity stems from stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology leadership is decidedly American. Over the past fifty years, 241 US firms have grown into companies valued at over ten billion dollars, compared with only fourteen in the European continent.

This disparity raises a pressing question: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Most analysts agree it is largely a two-horse race between the United States and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic system for funding startups. The EU still lacks a true unified investment market, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper European business. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose substantial change. Key reports on European competitiveness and the single market highlight the need for major changes.

With the right policies and regulatory reforms, these assets might enable much higher degrees of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, top-tier schools and universities, and world-class labs. Coupled with a large internal market and high savings rates, these elements could unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a critical crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, the continent's slide in innovation has been steady. But, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
